Discharge into limestone ground is the local concern
Gutters themselves are rarely regulated; discharge engages LFUCG stormwater expectations. The specifically local point is geological — repeatedly directing concentrated runoff into ground over soluble limestone is worth avoiding, and it is a decision made at installation rather than corrected later. Where the downspout ends therefore matters more here than the gutter material above it.

Citywide stormwater guidance will not tell you where your runoff currently goes, how much roof area drains to each outlet, or whether the fascia will carry new hangers. Settle routing before anything is ordered.
